Support to Nepal’s System of Emergency Operations Centres EVALUATION REPORT

In 2010, the Ministry of Home Affairs  (MOHA) established and strengthened the National Emergency Operation Centre (NEOC) to

Coordinate emergency operations during disasters. The MoHA and the NEOC expanded this initiative at the regional, district and municipal levels. Now, there are 56 emergency operation centres (EOCs) to support a response system in a timely and effective manner. EOCs have been working in systematic response of different disasters, particularly annuals floods and landslides and earthquakes of April 2015. The EOC has contributed significantly to disaster risk management (DRM), particularly in speeding up the flow of disaster information and response; however, there are still significant gaps impedin the efficiency of EOC. The purpose of this evaluation is to shape a wider strategy of capacity development support to EOCs for 2015 and beyond. The specific objectives of the evaluation are (i) to assess the current functionality of the EOC, (ii) to identify the level of contribution of EOCs in promoting disaster preparedness and response management, and (iii) to offer actionable recommendations to strengthen EOCs.
